This 38-400 white polypropylene (PP) closure has a smooth skirt and a smooth top. It also includes a PS-113 foam liner printed 'Sealed For Your Protection' in black ink.
A PS-113 liner is a one piece polystyrene foam coated on one side with a specially formulated torque-activated adhesive. It will effectively seal to glass and plastic containers. However, it is not approved for wet products. Note too that a pressure sensitive liner will not provide the consumer an indication of tampering (tamper evidency).
